With all the skin conditions that have been reported (and many that have not), what is a coach to do if the official notices a questionable skin condition, the athlete does NOT have a note, and subsequently disqualifies him from the competition? What if this happens at the district tournament and there is no doctor present? Should the district hosts be required to have a doctor present at the weigh-in to do a skin check? Please, let's hear some reasonable solutions to this serious problem.

It's up to the official to decide. If he/bb thinks it's communicable (can spread), then that wrestler is out, no matter what tournament it is.
And you'll really like this one: Even if the wrestler has a doctor's note, the tournament doctor can override it.

MG-I believe that the only thing that can override a Physician's note, could be an on sight MD. Not the tourney director.

FYI,
You need a Dr. slip stating that it isn't contagious and I believe it has to be within 48 or 72 hours. You also need a form from MSHSAA that the Dr. fills out. The Dr. slip is not enough.
there needs to be a MSHSSA form completely filled out by an MD, or Physician's ASST. It needs to be dated within 14 days of competition. It also has to be marked VERY clearly with corresponding marks to the body model. There ALSO has to be the MD business card, prescription slip or letter head attached.
